I have a huge suggestion. Update your site if you want more people to be here. I believe you have too many lands that is what is making people change their mind about joining. Maybe take some of the lands out or make less of them claimable.
I would think moving to a better board host like Invisionfree. I know several RPG's that I visit are on Invisionfree that are nice and easy to understand and navigate. They are also more active with people.
The first thing I would do regardless would be to remove the guest posting. It can be a serious problem with spamming in the long run and someone might turn it into a pron portal like I have seen many times before.
